A rotating session may change the exit address between requests or at defined intervals. A sticky session aims to keep the same exit for a period of time. The exact rotation frequency and session duration must be confirmed for the access you receive.

Two sessions with different roles

The proxy session manages the connection to an exit address. The session on the website you visit often relies on cookies or tokens. Changing IP does not delete those cookies; keeping an IP does not authenticate you on the website. Keep these mechanisms separate in your tools and troubleshooting.
